E. James Wilder, Ph.D.
Born to missionary parents in Colombia, South America, Dr. Wilder spent most of his life there until age 16. He has been married for thirty years and has several delightful grandchildren. His hobbies are camping, backpacking, scuba diving, writing, photography, electronics, guitar and gardening. “I love life, pain and all”, he says. He holds degrees in Psychology from Bemidji State University and Theology from Fuller Theological Seminary. In addition, Dr. Wilder was ordained in the Church of the Brethren and become an elder in the Church of the Nazarene. In 1982 he received his Ph.D. in Clinical Psychology from the Fuller Graduate School of Psychology. His special interests are pastoral care, neurotheology, community-based recovery, identity change, trauma recovery, maturity for men, husbands of incest survivors, fatherhood, spiritual family formation, and capacity building for addiction and trauma prevention.

| Michael Dye, CADA, NCAC II |
Michael Dye is a California, National Level II and International Certified Addiction Counselor. He has worked with hurting and addicted people for over 25 years. As a missionary with Youth with a Mission for ten years, Michael has had hands-on experience with compulsive behaviors in diverse cultural settings; including designing and directing residential recovery programs. Michael has always had a passion for researching new ways to help clients, counselors and churches to be more successful in overcoming self-destructive behaviors. Michael maintains a private practice and a busy, world-wide, travel schedule, training counselors in the Genesis Process and working to incorporate Genesis principles into churches, residential and outpatient programs.

| Stephenie W. Colston |
Stephenie W. Colston has been appointed Director of DCF’s Substance Abuse Program. She officially assumed the post Dec. 5, 2005. Colston brings to DCF 29 years of experience in the administration of substance abuse and mental health treatment programs. She previously held a high-level position at the Substance Abuse and Mental Health Services Administration (SAMHSA) of the U.S. Department of Health. In her role as Senior Advisor, Colston counseled SAMHSA Administrator Charles Curie on all substance abuse prevention and treatment issues and initiatives. Prior to that position, Colston served as Senior Advisor to White House Office of Drug Control Policy Director (Drug Czar) John Walters. Throughout her career Colston has been honored with several awards, including SAMHSA’s Secretary’s Award for Distinguished Services for 2005 and in 2004. Colston earned bachelor’s and master’s degrees in sociology and political science, respectively, from the University of Oklahoma.

| Jean LaCour, Ph.D., CAPP |
Dr. LaCour has extensive experience in faith based substance abuse work. She co-founded the NET Training Institute, Inc., in Orlando, Florida, which offers faith based and clinically based professional training in addiction, counseling, recovery ministry and recovery support services. Since 1996, the Institute has trained over fifteen hundred students who desire to serve the wounded, the addicted, the marginalized and the poor as competent members of America’s “Armies of Compassion.” As a curriculum developer, senior instructor and international consultant, Dr. LaCour has extensive experience in establishing clinical and faith based partnerships in the substance abuse field, in promoting Recovery Support Services and in promulgating “Faith Matters”. She has trained in over a dozen nations including Egypt, Russia, Pakistan, and India. She is currently focusing her efforts on implementing the Presidential initiative called “Access to Recovery” in her new role as the ATR Faith Based Coordinator for the Florida Department of Children and Families.

| Reverend John C. Glenn |
Reverend John C. Glen is currently the Executive Director of Alpha Ministries, Inc. located in South Florida. He established and oversees two local recovery churches, develops a retreat/training center, coordinates the Alpha Youth and Family Initiative in Martin and Okeechobee Counties, produces weekly radio broadcasts, develops and distributes written and taped training materials. Since partnering with the Lamb of God Ministries, his responsibilities included program development and administration of a 40-bed halfway house, a family recovery program, and a variety of jail and prison ministries. John was also the Co-founder of the Florida Faith Based Association and serves on the Advisory Board of the NET Training Institute. John is a key participant on the Faith and Community Based Treatment Committee of the Southern Coast ATTC (Addiction Technology Transfer Center), which is a workgroup consisting of representatives for the Florida Alcohol and Drug Association, the Florida Certification Board, the Southern Coast Addictions Technology Transfer Center, The Florida Department of Children and Families, community based treatment providers, the Florida Faith Based Association and the NET Training Institute. The goal of the workgroup is to find common ground for both faith-based and community based providers to collaborate in providing recovery services. His publications include The Alpha Series, used in churches as well as in recovery and prison ministries; Family Management Skills: a workbook designed to help parents learn personal, communication and relational skills; and The Omega Series: a four-year curriculum for discipleship studies suitable for church classes or home study. He currently lives with his wife, Sandi, on Freedom Ranch in Okeechobee, FL.

Robert R. Perkinson is the clinical director of Keystone Treatment Center in Canton, SD. He is a Licensed Psychologist, Licensed Marriage & Family Therapist, Internationally Certified Alcohol and Drug Counselor, South Dakota Certified Chemical Dependency Counselor, Level III, Nationally Certified Gambling Counselor and Supervisor. His specialty areas focus on treating alcoholics, addicts, and pathological gamblers. He is the author of Chemical Dependency Counseling: A Practical Guide, Second Edition, 2003, by Sage Publications which is the leading treatment manual in the world for chemical dependency counselors. With Dr. Arthur E. Jongsma, Jr. he is the coauthor of The Addiction Treatment Planner, 2001, by John Wiley and Sons, the best selling treatment planner and computer software program for mental health and addiction professionals. He has published The Alcoholism and Drug Abuse Patient Workbook, 2003 and the Gambling Addiction Patient Workbook, 2003 by Sage Publications. These workbooks have all of the exercises patients need to enter a stable recovery. He has a new book by John Wiley and Son's titled Treating Alcoholism: How to Help Your Clients Enter Recovery 2004 that trains professionals how to treat patients with alcohol problems. He is the author of the book God Talks to You by First Books, and the meditation tape, A Communication from God by cdbaby, which help addicts make their first conscious contact with God. He is a composer and has completed his second CD, Peace Will Come, music that helps addicts learn the essentials of a spiritual journey. With Dr. Jean LaCour he wrote the Faith-Based Addiction Curriculum (2004) to teach professionals of faith how to treat addiction. He also serves on the Advisory Board of the NET Training Institute. Dr. Perkinson is an international motivational speaker and regular contributor to numerous professional journals. He is the webmaster of several WebPages including, www.robertperkinson.com, www.alcoholismtreatment.orq, www.keystonetreatment.com and www.godtalkstovou.com where he gets over 2.6 million hits a year and answers questions on addiction for free. | Enrique Aponte |
Enrique Aponte graduated from Fresh Start Ministries of Central Florida Inc. in the class of 1999 and remained on board as a staff member. Since then, he has become a proud graduate of NET Training Institute and is in the process of becoming a CAAP II in the state of Florida. Enrique has become the Director of Hispanic Relations for the L.I.F.E. Ministries International and is responsible for the Spanish translation of the L.I.F.E. Guide for Men by Dr. Mark Lasser, which deals with the area of Sexual Integrity. He is a member of the Orange County Coalition for a Drug Free Community, and has helped to organize community outreach activities. In 2003, Enrique was given the honor of heading the First Armies of Compassion Hispanic Conference as an “Ambassador” to reach out to the Spanish speaking community. Enrique has served as the Director of Operations for the Fresh Start Ministries of Central Florida Inc., is an Ordination Minister, and currently serves as an Addiction Counselor in Orlando, FL at Bridges of America, a substance abuse treatment program which provides its chemical dependency clients an opportunity to experience freedom from life-threatening problems.

| Dr. Wilfredo Rivera |
Wilfredo was born in Manati, Puerto Rico. At the age four he lost his mother. His father who had a hearing impairment raised him. These circumstances led him later in his life to study Audiology and become an expert in the hearing aid industry. On April of 1986 he received an award in Sanford, Florida for a Hearing Aid Invention. Wilfredo is also a musician, a collector of art and an artist. He has more than 40 pieces of art of his own. He mentored and taught the first steps in art to one of the most famous Puerto Rican artists, Carmelo Sobrino, as Sobrino calls Wilfredo “my first teacher in this field”. Wilfredo knew the Lord very early in his life, falling in love with Jesus Christ since he was fourteen years old. He was a youth pastor in his hometown church, a music minister in an evangelical church in Chicago, Ill., and an Associate Pastor in Jehovah Rapha’s Church in Melbourne, Florida. Wilfredo had a turn around in his life during the late 90’s as he became passionate to formalize through formal studies another call that he had from the Lord, to be a Christian counselor. He obtained a Masters Degree in Christian Marriage and Family Counseling and a Doctorate in Christian Clinical Psychology from the Florida Christian University in Orlando, Florida. Dr. Rivera and his wife Norma founded the Hearing and Counseling Clinic in the South area of Orlando.

| Norma D. Rivera |
Norma was born in Humacao, Puerto Rico. She was raised in a near by town named San Lorenzo. Her primary studies were in her hometown where she graduated as an honor roll student. She completed her Bachelors Degree in Education with a major in Spanish Language in July of 1971 at the University of Puerto Rico. Norma became a Spanish teacher of middle and high school students in Caguas, P.R. in the early 70’s. In 1974 she started working at the Caguas Mental Health Program in the Consulting and Education Department. Later on she became a therapeutic technician in the same program. During this time she rediscovered the passion of her life, to be a psychologist. Her desire was to be able to help people who suffer from emotional and mental disturbances. She started studies at the Faculty for Applied Social Sciences where she graduated as a Clinical Psychologist on March 19, 1985. The same year she moved with her son, Xavier Jose to Orlando, Florida. She worked with the former Orange County Mental Health Program in 1986. On October of 1987 she started working with the State of Florida, former Health and Rehabilitation Services, where she worked for ten years as a Psychology Specialist for the Developmental Services Program. On March 1988 Norma received Jesus as her Lord and Savior. Since then, she fell in love with Jesus and became what she calls a “servant of the Lord”. For three years, she was a faithful student of a Home Bible Study program developed by the church. Years later she participated as a Bible School Teacher for the adults, was part of the Worship Ministry, singing for the Lord, and was one of the Elders of the Church. In 1990, Norma received a Distinguished Special Achievement Award from the Department of Children and Families (former HRS). She had worked as an On-site Therapist in two residential programs in Kissimmee, Florida; first at the Osceola Children’s Home and then at the Center for Drug Free Living, Women and Children Residential Treatment Program where she stayed until it was closed in September of 2003. Norma and her husband, Dr. Wilfredo Rivera, founded the Hearing and Counseling Clinic in South Orlando.

| Cynthia J. Moreno Tuohy, NCAC II, CCDC III |
Cynthia Moreno Tuohy is the Executive Director of NAADAC, The Association of Addiction Professionals, which is based in Alexandria, VA, and serves over 12,000 members. She is immediate past director of Danya Institute and the Central Area ATTC. Previously, she served as the Program Director for Volunteers of America Western, Washington State, where she worked on programs serving homelessness, poverty issues, and substance abuse. She has developed and implemented program areas serving adolescents, adults, seniors, school intervention, pregnancy and parenting, family, involuntary commitment, community mobilization, intensive outpatient and continuing care, impaired drivers, employee assistance, and gang intervention/ suppression and treatment. Ms. Moreno Tuohy has been a trainer in domestic violence/anger management and conflict resolution for over 17 years, as well as an international, national, and state trainer in a variety of topics. Ms. Moreno Tuohy served as President, Certification Board Commissioner, International Chair, Treasurer, and Legislative Chair for NAADAC. She holds a bachelor’s in sociology/social work and is certified both nationally and in Washington State. She is on the NET Institute Advisory Board.

| Deborah A. Orr, Ph.D., RN |
Dr. Orr, Vice President of Research, is a licensed clinical psychologist and registered nurse who worked in the field of HIV in New York City for 10 years, serving on multidisciplinary hospital HIV/AIDS teams, providing psychological assessment and service, liaison functions, training, research, program development, and supervision. She also has five years of extensive experience as a trainer in a non-profit health training institute. She developed, delivered, and evaluated HIV-related trainings for substance abuse counselors, case managers, outreach workers, peer educators, social workers, nurses, and others. She subsequently became the director of HIV Services at The Center for Drug Free Living. She has since created a research department, built around the Center’s participation in NIDA’s Clinical Trials Network. She is engaged in activities to strengthen the Center’s ability to participate in and to generate research in the field, and to benefit from evidence-based practices which have already been identified.

| Regina Mears, RPh, MA |
Ms. Mears has practiced pharmacy for 14 years, predominantly in community pharmacy and mental health settings. She has experienced the medical treatment side of many addictions and DSM diagnosis. Urged to learn the preventative side of mental health, she earned a Masters Degree in Community Counseling. She has both led and initiated groups, lay and therapeutic, for over 10 years in the community, church and treatment settings, and provides individual counseling.

| Pastor Juanita Riley, LMHC |
Pastor Juanita Riley holds a Bachelors Degree in Sociology and a Masters Degree in Mental Health Counseling. She is also a State of Florida Certified Supervisor of Registered Mental Health Interns. Pastor Riley has worked in the counseling arena for many years and has established counseling centers in Orange, Volusia and Seminole Counties. She has used extensive therapeutic skills in sexual abuse counseling, substance abuse counseling, domestic violence interventions, and working with troubled teens and families. She was the first counselor to establish a sexual abuse survivors group within an Orlando, Florida high school. Pastor Riley is currently the founder and president of Firm Foundation Mental Health Counseling and Consultation, Inc. This agency is staffed with licensed mental health professionals and masters level interns who are dedicated to providing services for the increasing need in our community. Pastor Riley leads a dedicated team of professionals who are providing services for the Department of Children and Families, Districts 7 and 13.

Rev. Edward C. Sanders II |
Rev. Sanders is a graduate of Melrose High School in Memphis, Tennessee. In 1969, he received the Bachelor of Arts Degree in Anthropology from Wesleyan University in Middletown, Connecticut. He specialized in Cultural Anthropology, and his thesis was entitled, “The Black Church as a Revolutionary Institution.” Rev. Sanders’ professional life also began at Wesleyan, as Co-Director of the African American Institute, and he is a former member of the Wesleyan University Board of Trustees. He has done graduate study at Yale University Divinity School and as a special student at Vanderbilt University Divinity School. The opportunity to travel extensively throughout Europe and Africa was afforded Rev. Sanders as one of the first fellows of the Thomas J. Watson Foundation.
Rev. Sanders holds membership in the Nashville Branch of the NAACP, and the Interdenominational Ministers’ Fellowship (former President). He is a member of the Alcohol and Drug Council of Middle Tennessee, and has served as a Commissioner for the Tennessee Human Rights Commission. He is past Chairperson of the Ryan White Community AIDS Partnership, and is still an active member of the consortium. In April 1998, he was appointed to the CDC Advisory Committee on HIV and STD Prevention by Donna Shalala, then Secretary of Health and Human Services. In the spring of 1998 he was a participant in the “Healthy 2000” Progress Review conducted by Dr. David Satcher, then United States Surgeon General. Rev. Sanders was a presenter at the 12 th World AIDS Conference in Geneva, Switzerland, in the summer of 1998, and the 13 th, in Durban, South Africa, in the summer of 2000, as well as speaking regularly for conferences and other forums throughout the United States regarding HIV/AIDS and substance abuse issues. Rev. Sanders serves on the Boards of Directors of the Black AIDS Institute, the National Center for Primary Care, AIDS Action, and The Drug Policy Alliance, and he is the National Coordinator for Religious Leaders for a More Just and Compassionate Drug Policy. In 2002, he was appointed by President Bush to serve on the Presidential Advisory Council on HIV/AIDS. Also in 2002, Rev. Sanders was a candidate for Governor of the state of Tennessee, finishing third out of a field of fourteen candidates. He is married to Denise Billye Sanders and has three children: Edwin III, Grace Louise, and Joseph Wesley.

Charles LaCour, CAP |
Charles LaCour is the President and cofounder of the NET Training Institute for Counseling and Addiction Studies in Orlando, Florida. Founded in 1996, the Institute has trained over 1,500 students and provides Christ centered and faith based professional level training in prevention, addiction treatment, and recovery related issues. The Institute offers live instruction, home studies courses, and contracts with organizations, ministries and other faith based groups desiring to offer NET training in their own communities. Charles LaCour, after an extensive career in business, real estate and community service, dedicated his talents to developing the NET. His commitment includes helping students achieve career and ministry goals, and organizations to increase their impact and capacity. He is available for staff development, team building and program consulting for residential and outpatient programs. Notably in Central Florida he has consulted for the Wayne Densch Foundation in their transitional housing programs and Teen Challenge Sanford through their DCF licensure process. He developed a successful internship program placing faith based students with the Center for Drug Free Living. Currently he is overseeing the development of Cluster Study Programs nationally and modifying NET curricula for on line training in 2006.

| Rev. Fr. John Cox, M.A.R., CAP |
Fr. John is the Pastor of The Porch Ministries, Inc., an evangelical, sacramental, and charismatic church located in Downtown Orlando, Florida.
Raised in south Florida, Rev. Cox received his B.A. from Houghton College (NY) in 1978, and his M.A. in Religion from Westminster Theological Seminary, Philadelphia, Pa, in 1987. After completing the Dunklin Memorial Camp Regeneration Program ( Okeechobee, Florida) for treatment for his own crack cocaine addiction, he remained on as staff in that therapeutic community for two years, graduating from their faith-based Servant Leaders Training School in 1989, prior to moving to Orlando in 1990. He pursued further training in addictions from the University of Miami ( Fla.), completing them with the NET Institute, receiving a Diploma in Addictions Studies.
Rev. Cox was ordained as a Pastor in 1991 while helping to plant and co-pastor the Open Homes Fellowship church, a recovery community built around the existing residential Open Homes Regeneration program for adult men and their families. During this time the leadership of Open Homes Fellowship was in relationship with a charismatic Episcopal communion where Rev. Cox was received into the Priesthood.
He is a Certified Addictions Professional in the state of Florida. Fr. John has been in private practice as a pastoral counselor specializing in addiction issues since 1990. Rev. Cox has served as the Clinical Director of the Teen Challenge Men’s Rehabilitation Center in Sanford, Florida; and is currently the co-chair of the Faith Committee for the Orange County ( Orlando, Florida) Coalition for a Drug Free Community, and as a board and faculty member of the NET Training Institute, Orlando, Florida. The NET Institute was the first Christ-centered, single source educational provider for addictions training approved by the State of Florida through the Florida Certification Board.
